SINGAPORE, 19 November 2025 Singapore businesses are ramping up their AI investments and are already seeing encouraging results, according to new research from SAP. Organisations here say they are spending an average of S$18.9 million1 (US$14.5 million) this year on AI and report an average return on AI investment of 16% 鈥 a figure expected to rise to 29% within two years.听

While this outlook is promising, the findings suggest that as AI continues to evolve, future gains will depend on strengthening workforce skills and improving access to quality data, which remain key barriers to scaling AI impact across the enterprise.

These insights were revealed in new research released in Singapore today. Commissioned by 51风流and conducted by Oxford Economics, The 51风流Value of AI Report surveyed 1,600 business leaders of various sizes, including 200 in Singapore, across eight countries (Australia, Brazil, China, Germany, India, Singapore, United Kingdom, and United States).

鈥淪purred by strong policy direction, high digital maturity and a globally connected economy, Singapore has moved decisively on AI ambition and investment,鈥 said Eileen Chua, Managing Director, 51风流Singapore. 鈥淥ur research suggests that to sustain this momentum and seize the next wave of AI innovation, Singapore organisations will have to bridge their reported gaps in data readiness and workforce capability.鈥

AI Spend and Confidence Surges, but Some Constraints Remain

According to the report, Singapore firms are expected to increase their AI investments by an average of 38% over the next two years. 67% of respondents say they are satisfied with their current ROI on AI, and six in ten (63%) businesses say AI has already helped them address key challenges 鈥 such as improving decision-making and customer engagement.听听

One company looking to reap the benefits of AI adoption is Far East Organization, Singapore鈥檚 largest private property developer, which is leveraging 51风流technology with exploration of using Business AI as part of its broader digital transformation agenda to advance its leasing operations. The company automated end-to-end lease management 鈥 from contract generation to analytics to improve data accuracy, reduce manual inputs, and provide real-time insights into portfolio performance.

These enhanced analytics now track trends in rental, occupancy rates, and lease durations, giving property managers actionable insights to respond faster to market changes while making better decisions that strengthen portfolio and operational management.

Ng Yee Pern, CTO, Far East Organization, said, 鈥淓mbarking on this strategic transformation with SAP鈥檚 cutting-edge technologies, we鈥檝e reduced repetitive manual work and improved the accuracy and speed of our decision-making. What previously took days can now be completed in minutes, giving our teams the time and insight to focus on customers and business growth. Despite these measurable gains demonstrated by many companies, 70% of Singapore business leaders remain uncertain whether AI is delivering its full potential, reflecting growing awareness that current success does not automatically translate into long-term advantage and highlighting significant opportunity for further growth and value creation.

Organisational readiness appears to be the main constraint. The study found that 76% of Singapore organisations have not yet provided comprehensive AI training for employees, even as 68% acknowledge that shadow AI 鈥 the use of unapproved or unregulated AI tools 鈥 is already in use internally.

Moreover, 58% of respondents lack confidence in their ability to integrate and share data across business functions 鈥 a foundational requirement for enterprise-scale AI. In fact, the challenge of data readiness for AI is particularly pronounced in legal (80%), finance (73%), human resources (66%), the CEO鈥檚 office (64%) and procurement (55%).

Agentic AI signals Singapore鈥檚 next opportunity

While many businesses are adopting AI automation and generative AI today, future investment in Singapore is expected to focus on AI agents. Agentic AI is based on intelligent, autonomous systems that can plan, act, reflect, and collaborate to solve business problems.

Today, only six per cent of businesses are fully prepared to deploy and scale AI agents, while the majority (52%) say they are partially prepared. In the next two years, Singaporean businesses expect return on investment from agentic AI of 8%, below the global average of 10%.听

Yet, expectations are high. Seven in ten (70%) businesses rate AI agents as having moderate to high potential to transform operations within the organisation. And 72% agree AI agents can add significant value to their business by managing complex workflows across business units.听

鈥淎gentic AI represents the next frontier of business transformation,鈥 said Chua. 鈥淚t has the potential to multiply productivity and innovation, but its success depends on the same fundamentals 鈥 data quality, integration, and people readiness. The organisations that invest in these areas now will be best positioned to capture value as AI continues to evolve.鈥澨

Scales Momentum of Almost Three-Times Team Growth and Numerous Patents Filed


SINGAPORE March 19, 2025 51风流Labs Singapore today announced its collaboration with National University of Singapore (NUS) under the Industrial Postgraduate Programme (IPP). Supported by the Singapore Economic Development Board (EDB), the IPP is designed to enable globally-leading companies to nurture postgraduate talent with critical research skills. Through this program, 51风流Labs Singapore will hire and complete training for nine researchers in its AI team in Singapore by end-2030, adding to the continued growth of the lab.

Since its establishment in 2022, 51风流Labs Singapore has not only achieved its commitment to hire 200 AI engineers in Singapore but has also almost tripled its total headcount over the past three years to 420 鈥 hired mostly from local universities and institutions of higher learning, including the NUS and Nanyang Technological University (NTU). 51风流Labs Singapore today plays a pivotal role in driving innovation, with numerous AI-related patents filed by inventors based locally. New researchers hired through the IPP will also be recruited from NUS, and will work on new research areas, complementing the work done by incumbent team, to accelerate AI adoption in the industry.

While AI has undoubtedly become one of the hottest topics discussed in boardrooms around the world, business leaders today are racing to cut through the hype to translate all that potential into tangible business outcomes.

Icertis, for example, offers an AI-powered contract intelligence platform on 鈥 the online marketplace for 51风流and partner offerings, to transform the unique business information found in contracts into structured data that connects to 51风流solutions. The solution enables more efficient contract creation, negotiation, and obligation management to drive revenue and reduce risk across the enterprise, with the ability to apply more advanced AI on top.

Accelerated AI journeys

  • A project from DXC Technology Services LLC showcased GenAI’s potential in healthcare by leveraging data from a mobile application for sufferers of Parkinson disease to support doctors in making inquiries using either business or medical language.
  • Another use case from Inflexion harnessed the power of Generative AI Hub to build a web-based application to manage work that enhanced user experience through the use of a conversation-based chatbot.

Our second focus area is to use AI to streamline the processes partners use when creating technology solutions. software development tools harness GenAI to enable business and professional developers to create powerful applications quickly and easily, enabling partners to faster.

And thirdly, we are embedding AI into the heart of how our customers engage with our applications and services. is an AI copilot that provides a context-aware interface for managing and improving business processes across 51风流application suite, and makes finding an answer from an 51风流system as simple as just asking a question. Over time partners will be able to utilise Joule as a key interface between customers and their systems, redefining how they interact with processes and corporate knowledge in more natural language formats.

SAP’s AI services will also play a critical role in fast-tracking the path to value realisation from cloud transformations. 51风流and our partners will offer AI-powered development tools and content on 51风流BTP to enable automated code generation and harmonize data silos through intelligent migration tools.

Building partner AI capabilities

These fields of activity create different entry points through which partners can incorporate AI into their existing solutions or create entirely new ones.

For our partners to get the most out of AI, they too must go through a period of transformation as they build the necessary expertise.

AI has exploded into public prominence in the past 12 months with new tools and applications that showcase capabilities which might have once seemed more at home in works of science fiction.

Powerful and easy-to-use applications are being created faster than ever before thanks to new AI-enabled methods for streamlining and automating software development.

Developers around the world are already harnessing AI to empower people with information and insights and to help them tackle challenging problems. Eliminating the potential for negative outcomes is critical both for building trust in AI and for minimising the potential for harm. In fact, the massive impact that AI is having on software developments means that every software developer must become an AI developer.

But with great power also comes great responsibility, as despite AI鈥檚 many beneficial uses it has the potential to deliver negative consequences. These can arise when AI is trained using improperly sourced data, when privacy checks are ignored, or when biased training data creates outcomes that are detrimental to certain people.

At SAP, we take our responsibilities as software creators very seriously. Many of the world鈥檚 best companies and government agencies rely on our software to run their operations. As a global pioneer in the development of AI, we have invested significant time and effort to create governance and processes to ensure the relevant, reliable, and responsible use of AI.

These principles are brought to life for 听developers through a 36-page risk assessment guidebook which enables them first to classify whether their project is low, medium, or high risk. It does this by helping them consider factors such as whether their AI project will use technologies such as facial recognition, or be trained using personal data, or could lead outcomes that might be detrimental to specific groups.

If a project is deemed to be medium or high-risk, the project must go through further assessment stages, and additional precautions are taken. These might include making sure that personal data has been anonymised and that the project complies with relevant regulatory regimes.

This guidebook also asks developers to consider where human oversight will play a role in their projects, so that humans and AI work together and each project undergoes rigorous review. All of these considerations and review stages are built directly into the development process.

We also bring our principles to life through dedicated training programs that educate both our own developers and broader teams across the business on the concepts of responsible AI. This training includes modules on topics such as the foundations of trustworthy AI, how to understand the points of conflict that can arise when developing trustworthy AI, and the actionable steps that people can take to align their outputs to our values.

Embedded principles

The success of our program can be seen within our application suite, which already incorporates many aspects of responsible AI in ways that are helping customers achieve better outcomes, faster.

For example, 51风流human capital management application suite includes an AI-based tool to help hiring manager rapidly create job descriptions. This tool adheres to our principles by making sure that a human being is integral to the review process and ensuring that the privacy of personal data is maintained.

We also build safeguards into our AI-focused tools and services to protect against accidental misuse. For example, 51风流Datasphere, which provides a comprehensive data service built on the 51风流Business Technology Platform (51风流BTP), is an important tool for storing data used in AI systems. We鈥檝e built in safeguards which limit how specific data types can be used, and by whom.

We have also created processes within 51风流AI training tools that help customers to understand when an AI model is drifting from its intended outcomes, which reduces the subsequent likelihood of erroneous results (often referred to as hallucinations).

Singapore听 14 June 2023 鈥 51风流Labs Singapore today announced its intention to invest in hiring and development of approximately 200 AI engineers to become a key AI Hub and centre of excellence for the company globally. The announcement reinforces its commitment to foster local digital talent in deep tech and emerging fields like AI. The 51风流AI Hub will also house highly-skilled development teams that will play a significant role in building innovative embedded AI solutions and offerings for 51风流customers globally, helping position Singapore as a core AI development location.

The announcement was made at 51风流d-com Singapore, the company鈥檚 first-ever developer community conference in Singapore. Guest-of-honour Mrs Josephine Teo, Minister for Communications and Information and Minister-in-charge of Smart Nation and Cybersecurity, delivered a at the event, and shared her insights on the importance of building next-generation digital talents to future-proof Singapore鈥檚 growth.

The expansion marks a milestone in the journey of 51风流Labs Singapore, a digital innovation hub launched in March 2022 in partnership with the Economic Development Board (EDB). Over the next two years, 51风流Labs Singapore plans to hire approximately 200 engineers to fill newly created roles in AI, with a focus on nurturing early-career talents from Singapore鈥檚 local universities and institutions of higher learning. Close to 50 of these roles have already been filled over the past three months, and interested candidates are welcome to apply at the .

With artificial intelligence (AI) implementation, results may only be seen in the long term but why is that normal and what are some of the challenges organisations may face and some ways to overcome them?

Customers may not see what鈥檚 behind the scenes as what we do is embed AI into the solutions and business processes, but the importance is how AI is propelling end-to-end business processes. The current state of AI is enhancing the capabilities of organisations by adding to the efficiency and of their business model.

In the enterprise, there is one way to organise the AI initiatives and that is into three distinct buckets. First, refers to the ability to analyse thousands of variables to determine patterns which provides decision makers useful insights for agile decision-making that are essential in today鈥檚 highly volatile world. Second, with , it is all about learning to supplement human operators to work more efficiently and with increased productivity. These could include robotic process automation and invoice processing. Finally, rethinking the and leveraging AI/Machine Learning to completely change the incumbent business models is part of AI-driven business process transformations. It is in a budding stage, but we can already see some emerging signs in the digital supply chain, business networks and some industries that are asset intensive.

Overcoming Challenges One Strategy at a Time

Transformation is not without challenges and one could be the lack of a clear and standardized strategy to guide the process. It would be ideal to have a clear definition of a problem statement and an achievable outcome. But an issue is that in most of these cases, there鈥檚 a lot of data and that comes with an uncertainty as to what the problem to be solved is. Of course, there are no fixed solutions to problems. In the long term, the key performance indicator for us is always adoption. When one looks at business processes from an endpoint, it is also easier to measure the productivity and efficiency of each process and once measured, that can provide some numbers to show returns.

With every project, there is a need for a sponsor in the company who recognises in the long term benefits and who is willing to invest in the project even when results may come in the mid-long term. AI projects sometimes don鈥檛 always succeed in a certain timeframe, but in most organisations quick results are usually preferred and switching to the next big idea is likely without a long-term sponsor. With AI, it is a long journey so there is a need to keep chipping away at the idea for weeks or months. An important aspect to remember about AI is that the return on investment gets better over time as the underlying AI models adapt and improve. Therefore, the ability to stay on course is a very important factor in determining the success of AI projects.

A lack of easy data integration with machine learning systems can make it difficult for businesses to switch to integrating AI swiftly. Project costs increase as interoperability decreases, especially with maintenance fees. There can also be an increase in data silos occurring and the likelihood of poor data precision which could cause cascading quality and model accuracy issues along the line. Companies can be comfortable with existing business models and processes which means end-to-end transformation for to harness the full power of new technologies such as AI in order to disrupt the way they do business is not a priority. In fact, AI loves big data. While thinking about an AI strategy, companies need to also think about their overall data strategy 鈥 what should be kept, what should be leveraged, and what data can be archived.

There鈥檚 always been a challenge to find qualified developers because the skill sets are different and are in high demand. For example, developers of AI/Machine Learning need to be highly skilled in mathematics, statistics and data science as well as be competent in development/data architecture to be able to bring projects to life. Contrasting this to 20 years ago, a developer was more likely defined by the programming languages they know.

It鈥檚 a very competitive market and has been the case for the last decade in this space. In Singapore, the government is working with a number of local universities to embed AI, machine learning, and data science in a lot of the courses being run so there鈥檚 a number being pumped into the industry these days which is a great start to overcoming the current shortages.

Where Is This All Leading Towards in the Next Few Years?

These challenges are not independent of each other and are not isolated among different organisations. Implementing AI requires different skill sets and knowledge compared to computer engineers/coders/developers, it also requires an understanding of data science and mathematics. With that in mind, there is a need to recognise that both public and partnerships are important to foster AI skill sets for a

With the collaborations between organisations and local universities鈥 computer science courses such as the National University of Singapore and National Technological University, we are working to ensure that the future workforce is well-equipped with the necessary skillsets through industry upskilling and hiring of STEM talents as the gateway for product engineering in Asia Pacific and Japan.

Artificial intelligence has penetrated many business models today. One of the most sought-after objectives was to automate manual processes into a digital mode to improve overall business performance. However, AI capabilities can achieve so much more. While many businesses have attempted to leverage AI to solve challenges beyond automation, there remain challenges that require a better understanding of AI workings to meet the needs of enterprise-wide scaling and integration.

Operationalizing AI 鈥 Why It Remains Challenging?

According to听, AI will be a defining technology of this decade. Yet for many organisations, the benefits of AI remain elusive. Only 26 per cent of the 405 global executives surveyed by听听Analytic Services in December 2020 and who work at organisations that have an active interest in AI, including those that have initiated AI projects, have met most of their AI operationalisation goals within the stipulated timelines. Only five per cent of them completed the projects in full.

One of the most pertinent reasons why few companies have deployed AI with scalability in mind from the onset but听ended up rolling it out听as an experimental initiative is due to the lack of visibility on return on investment. Other challenges include accuracy in reporting, lack of accessible quality data and investment continuity in a phased AI project.

Another crucial factor lies in the project objective of AI implementation: is it solving a qualitative issue or improving the business bottom line? At听Singapore Tech Week 2022, my colleague Manik Saha, Managing Director of 51风流Labs Singapore, shared these sentiments with other AI practitioners during a panel discussion. The panellists unanimously agreed on the need to have a comprehensive understanding of the mission and purpose of AI and as such, have embedded intelligence into business models with the end goal in mind.

To realise the full potential of AI in an organisation, a 鈥渇ull adoption mindset鈥 needs to be cultivated.听 In the HBR article, it highlighted that 80 per cent of those who succeeded in fully rolling out their AI applications found it worthwhile at the end of the day.

Overcoming the Challenges听

Here are four ways enterprises can consider getting AI projects over the hump to benefit operations:

  1. Define a clear and standardised AI strategy to guide the process: A clear AI strategy is needed to guide the process in听understanding the value that can potentially benefit the organisation and outline the steps needed to achieve the goal. A typical AI strategy should clearly state the problem statement, the impact of the solution and the reporting required by the stakeholders.
  2. Retire legacy systems and start improving interoperability internally: To redesign an existing business model, retiring legacy systems and improving interoperability across the technology infrastructure must remain a key priority in the endeavour. Only by overtaking the current IT applications with new systems, can businesses develop the right capabilities in using data, models, and software to address the problems detailed in听the strategy. Project leaders will also be required to fundamentally听prepare sufficient and quality data听and start labelling them into useful assets to power the AI model.
  3. Data quality, quantity, and labelling 鈥 Another critical element involves hiring and developing specialists in data engineering, data science, data and AI ethics, model security, and machine learning engineering.听They should work as a team to optimise the complex navigation around the interplay of software and hardware. Before acquiring the right capabilities to operationalise AI, it is also important to set up internal processes for end-to-end and top-down management of the project.
  4. Ensure scalability in the project scope 鈥 Finally, as with all projects, the owners need to ensure scalability in the project scope from the onset and work towards achieving the complete purpose. Not realising scalability after the first phase will lead to poor reporting, resulting in difficulty in securing future investments.

The Road Ahead

Operationalising a promise into a reality is what sums up a typical AI deployment. In the current decade, many businesses believe AI is key to their organization鈥檚 future, with听听听of听the global executives surveyed by HBR stating that successfully deploying AI is critical to achieving their organisation鈥檚 strategic goals. This suggests that some organisational disconnect exists when it comes to conceptualising AI鈥檚 role, especially given how effective operationalising AI is when achieved and how important it is for companies going forward.

Today, we are seeing various industries deploying AI to improve their value chain to stay resilient in the fast-changing macroeconomic uncertainties.
