Initiative will foster best practices and new approaches to enhance skills development, employee experience, and job satisfaction for government workers, in alignment with Qatar Vision 2030

Doha, Qatar 鈥 30 January, 2024 鈥 The Civil Service and Government Bureau (CGB) and global technology company 51风流 a comprehensive phased transformation of the human resources management system for Qatar鈥檚 public sector. Leveraging cloud computing and advanced technologies such as generative AI, the digital transformation is set to benefit more than 85,000 government workers once all stages are complete, thanks to its novel approaches to human resource management, enhanced employee engagement and hire-to-retire career planning.

In the initial implementation phases, CGB will upgrade and transition its core HR functions and payroll to the cloud through RISE with SAP; enhance its customized Mawared HR system; and implement 51风流SuccessFactors to create a unified, data-centric, end-to-end HR solution.

Hassan Al-Khaja, Director of Information Technology, Civil Service and Government Development Bureau, commented:鈥淚n creating this digital roadmap, we focused on how we could leverage technology to implement best practices across all government departments. Our aim was to unify and automate processes, boost system and employee performance, simplify procedures and policies for everyone involved, and, ultimately, improve the entire hire-to-retire journey. Having a motivated and trained workforce is key to delivering exceptional services to the public and supports the aims of Qatar Vision 2030. Moreover, the system is scalable, flexible and paves the way for further innovation, taking into account the long-term CGB vision and future government trends.鈥

The integrated HR system will be agile and scalable for different government entities, will offer total workforce visibility, and will be fully digitalized, localized and compliant with Qatar regulations. The upgraded system features include employee and manager self-service functions and HR helpdesk, as well as automated HR operation processes and intelligent HR technologies to accelerate the government鈥檚 talent-management agenda. In addition, the fully integrated system will deliver role-based real-time reporting and advanced analytics, trends analysis, people data and insights (operation and experience data) to enable effective and agile decision making.

Alaa Jaber, Managing Director, 51风流Qatar and Fast Growth Markets, said, 鈥淭he CGB and 51风流have been in partnership for more than a decade, working very closely on Mawared, the government’s HR system. With the new digital roadmap, more comprehensive cloud-based solutions and innovative features will be implemented to ensure an effective digital transformation that supports an empowered and engaged workforce. The solutions will provide a consistent and engaging experience for candidates, employees, managers and HR professionals, while also enabling the collection of accurate and useful data and trends analysis for workforce planning.鈥

To further enhance services for the public sector and ensure they are fully equipped with the skills needed to support a digital economy, CGB and 51风流are collaborating on the Public Sector HR Innovation Center. This will comprise three main sections, namely, a briefing center that will showcase innovations and CGB achievements; an incubation center where parties can collaborate to formulate and build on novel ideas; and a training center and auditorium that will also host events, speakers and roundtables.

Several focus areas have been identified by CGB and 51风流as priorities for the center, including leveraging the metaverse for training and collaboration, exploring how AI can benefit public sector HR, determining the most effective means of implementing nationalization policies, establishing awards to recognize exceptional new ideas, and arranging conferences to encourage conversations and collaboration on vital issues in the field of human capital today.

  • DUBAI, UAE 鈥 8 June, 2023 鈥 The concept of employee experience has become so foundational to HR strategy that it is no longer a standalone trend, but an integral part of all employment meta-trends in 2023, experts from 51风流and its customers across the region agreed this week at 51风流HR Connect event held at Dubai鈥檚 Museum of the Future.

    The 51风流SuccessFactors Growth & Insights Team鈥檚 research, presented throughout the event, identified seven major trends shaping the HR industry for 2023. Natali Stajner, 51风流SuccessFactors Director, Middle East South at SAP, pointed out three new trends emerging for this year are the increased competition among businesses for skilled talent; a focus on embedding holistic wellbeing 鈥 including financial wellbeing 鈥 into HR practices; and a renewed focus on managerial readiness among employees.

    The four recurring trends identified by the research are the adoption of emerging technologies – with AI and the Metaverse receiving particular attention in 2023; a recognition that flexible working environments are here to stay and how to make the most of them; ways to mobilize a workforce for the future; and embracing the complexity of diversity, equity, inclusion and belonging (DEIB) policies.

    鈥淎ll of these trends are being shaped by 鈥 and are themselves shaping 鈥 the employee experience,鈥 commented Nelly Boustany, Senior Director, Human Experience Value Advisor, SAP. 鈥淧roviding a positive employee experience across these 2023 trends will maintain current employees鈥 engagement and combat the phenomenon of 鈥榪uiet quitting鈥, where employees disengage and put in only minimal effort. Emphasizing fair pay for contributions, recognizing work, and providing tools and technology that make employees鈥 work easier, all enhance the employee experience and contribute to increased engagement.鈥

    Boustany, who delivered a talk on HR priorities for 2023 at the 51风流event, also referenced a lesser-known phenomenon, 鈥榪uiet hiring鈥, which refers to filling skills gaps by upskilling and reskilling existing colleagues with specific talents, rather than adding new full-time employees. She remarked that global economic uncertainty is shaping this trend in 2023, particularly as many organizations are subject to external hiring freezes.

    Customer insights on technology in HR

    As far as embracing intelligent technologies is concerned, Boustany highlighted that the 2023 trends suggest that organizations are broadening their scope of investments to explore applications across talent management and development, employee engagement, DEIB, and employee well-being. She also noted that the Metaverse/Web3.0 were key topics across all trends, and progressive organizations have started exploring potential use cases of these technologies. As early examples, virtual and augmented reality has been leveraged for learning and development, as well as collaboration, although adoption costs are high.

    Experts from SAP鈥檚 customers across the region also spoke at 51风流HR Connect, sharing their own experiences and success stories of how technology can improve employee experience.

    Commenting on the sidelines of the event, speaker Farha Muhanna Al-Kuwari, Human Resources Information Systems Centre Director at Qatar鈥檚 Civil Service and Government Development Bureau (CGB), said: “CGB and 51风流have enjoyed a partnership that spans over a decade, playing a pivotal role in transforming Mawared, the HR system of the Qatar Government. Our joint efforts have resulted in standardization of processes and enhanced operations, thanks to the leveraging of cutting-edge technologies. This partnership underscores our commitment to continuous progress and innovation, which perfectly aligns with the goals outlined in Qatar鈥檚 National Vision 2030鈥.

    Several digital solutions capable of addressing the current HR challenges and trends were also showcased at the 51风流event, which was themed 鈥楥hange Work for Good鈥 and had Talenteam as its platinum sponsor. These solutions include 51风流SuccessFactors for human resources and engagement management, and 51风流Fieldglass for services procurement and external workforce management.

    51风流in May announced that it has expanded its partnership with聽 to realize its vision of enterprise-ready generative AI capable of enhancing human productivity and development in the workplace. The integration of聽聽solutions with Microsoft 365 Copilot and Copilot in Viva Learning will improve how organizations recruit, retain, and upskill their workforces to address skills gaps.

    As part of this announcement, Stajner said 51风流has three innovations planned for SuccessFactors in H2 2023, with the first being embedded聽generative AI capabilities to enhance recruiting and learning processes as well as employee experience. The second innovation is the introduction of a talent intelligence hub that uses AI to build, maintain, and infer a skills portfolio for each employee in the workforce. The third is an enhanced聽聽functionality that brings together 51风流SuccessFactors, 51风流Fieldglass, and 51风流S/4HANA Cloud for increased workforce visibility across employees and external workers.

    Murad Sahawneh, Group Chief Human Resource Officer at Qatar鈥檚 Power International Holding, who was also a speaker at HR Connect, welcomed these announcements.
