Integration provides public sector, regulated, and critical industries customers with powerful generative AI capabilities while ensuring data remains sovereign and secure within Canada

TORONTO, ON 鈥 February 10, 2026鈥 Today, SAP and Cohere are expanding our partnership to deliver full-stack sovereign AI solutions worldwide, starting in Canada. This collaboration builds on our previous integration of Cohere鈥檚 frontier enterprise AI models and agentic platform, North, into SAP鈥檚 EU AI Cloud and Business Technology Platform. Together, we are advancing our commitment to providing secure, scalable, and region-specific AI solutions for global enterprises and governments.

, a subsidiary of 51风流SE, plans to integrate North鈥檚 agentic capabilities into our leading Enterprise Resource Planning (ERP) Sovereign Cloud environment in Canada. This creates a complete Sovereign AI Layer, an important solution for Canadian companies, particularly those in the public sector and highly regulated industries, who need to harness the power of AI while maintaining absolute control over their most sensitive data.

As artificial intelligence transforms every industry, organizations face the dual challenge of innovating rapidly while adhering to strict data security and sovereignty requirements. The 51风流and Cohere partnership directly addresses this by embedding Cohere鈥檚 powerful agentic automation capabilities, powered by its high performing large language models (LLMs), into SAP鈥檚 secure, Canadian-operated sovereign cloud infrastructure. This allows customers to deploy advanced AI solutions without the complexity of building and managing their own AI engineering environments, while maintaining data residency and operational control.

“Canadian organizations are at a critical juncture where they must innovate with AI without compromising on security or data sovereignty,” said Cathy Tough, Country Manager, 51风流Canada. “By integrating Cohere North鈥檚 powerful enterprise platform into SAP鈥檚 trusted sovereign cloud, we are removing the operational burden for our customers. This partnership provides sovereignty at global scale, empowering businesses and public sector entities to unlock the full potential of their data securely and drive the next wave of innovation.”

For years, organizations have been caught between the innovative potential of the public cloud and the security of on-premise infrastructure. SAP鈥檚 sovereign cloud offering was designed to resolve this dilemma, providing a complete cloud stack built to elevated security standards and fully operated in Canada. The integration of Cohere鈥檚 platform enhances this offering, delivering enterprise-ready AI that is secure by design.

“Partnering with SAP, a global leader in enterprise applications, is a natural fit,” said Francois Chadwick, Chief Financial Officer, Cohere. “By integrating our state-of-the-art enterprise AI technology into SAP鈥檚 sovereign cloud, we are providing organizations both in Canada and globally with the tools to build transformative agentic AI solutions on their own terms鈥 backed by the security, accuracy, and privacy that modern enterprises demand.”

The need for robust, integrated AI is urgent. A recent 51风流AI report revealed that while 71 percent of organizations rely on data for investment decisions, 75 percent report that incomplete data is a significant challenge. By embedding AI directly into the core 51风流applications where critical business data resides, this partnership helps customers overcome data fragmentation and build production-ready AI into their essential processes.

The future of AI is sovereign, secure, and ready to scale.

When Mark Carney outlined the priorities of his Major Projects Office (MPO), one vital word stood out: sovereignty.

As the Calgary-headquartered MPO sets about key innovation projects aimed at bolstering our nation鈥檚 future economic resilience 鈥 from nuclear reactors to high-speed rail 鈥 the PM has been keen to highlight the significance of establishing sovereign cloud capabilities as part of the nation鈥檚 digital backbone.

This would, he said 鈥渂uild compute capacity and data centres that we need to underpin Canada鈥檚 competitiveness, to protect our security, and to boost our independence and sovereignty鈥 This will give Canada independent control over advanced computing power while reinforcing our leadership in AI and quantum.鈥

Sovereign innovation

The intrinsic link between data sovereignty and Canada鈥檚 ability to innovate is the most important technology consideration facing us today.

At a time of growing cyber threat and geopolitical tension, our organizations need secure infrastructure that can support cutting-edge innovation, while ensuring complete data integrity and operational resilience.

For many, the obvious strategy is to stick with traditional on-premises IT infrastructure 鈥撀爇eeping all data and workloads safely within the walls of the organization.

However, in the era of rapidly advancing AI, only cloud services can provide the scalable, cost-efficient future-ready features and capabilities necessary for cutting-edge innovation. 聽That鈥檚 why sovereign cloud is a priority for the MPO 鈥 and should be for all our innovative organizations.

So, what does a future-ready sovereign cloud look like? What qualities and capabilities should it have?

At SAP, we have over 20 years of experience in designing and operating sovereign clouds at scale. Here are three key considerations we highlight to executives when discussing their sovereign cloud strategies:

1) Ensure data stays within national borders

It’s vital that Canadian organizations are able to accelerate cloud-enabled innovation, while keeping within national borders, governed by national laws.

For example, 51风流Sovereign Cloud ensures that everything 鈥 from infrastructure to legal jurisdiction 鈥 remains under our customer organization鈥檚 control. We offer full data residency and teams with security credentials, local legal protection, and in-country infrastructure operated by trusted national partners.

For leaders considering the way forward, we recommend always asking 鈥渄oes the solution we鈥檙e considering enable high-impact innovation while maintaining full visibility, auditability and in-region data control?鈥

2) Demand compliance with national regulations

The nation鈥檚 innovative organizations 鈥撀爌articularly those in the public sector responsible for elements of our critical national infrastructure 鈥 need cloud platforms that align with Canada鈥檚 rules and values.

The First Nations Information Governance Centre, for example, has emphasized the principles of Ownership, Control, Access, and Possession (OCAP) to serve as a foundation for Indigenous data sovereignty in Canada 鈥 guiding research and data collection involving First Nations.

At SAP, we share the commitment to aligning with local laws, frameworks and principles. We have, for instance, developed our Sovereign Cloud to enable compliance with the Canadian Centre for Cyber Security (CCCS) Medium Cloud Security Profile and the additional Protected B High Value Asset (PBHVA) overlay, along with personal data privacy laws including PIPEDA, GDPR and Quebec Law 25.

Close scrutiny of the compliance alignment of sovereign cloud solutions is vital if organizations are to pursue cloud-driven innovation for Canada with confidence.

3. Adopt sovereign cloud fit for the AI future

To meet Mark Carney鈥檚 goal of 鈥渞einforcing our leadership in AI鈥, Canada needs infrastructure that safeguards data sovereignty and enables unbounded future innovation.

This means being able to train, deploy and govern the very latest AI models securely, at speed, without any foreign exposure.

It also means leveraging sovereign cloud solutions into which functional innovations are continuously flowing, so organizations always have access to the latest capabilities. In this context, being locked into a vendor solution that doesn鈥檛 evolve alongside AI will prove a considerable risk.

At SAP, our innovations are continuously applied to our Sovereign Cloud, and our dedicated local teams ensure the service adapts to ever-changing security and compliance requirements. We have committed over 鈧20 billion in additional investments by 2035 to further expand solution and regional coverage.

In our view, leaders should always insist on seeing a roadmap for the incorporation of future AI technologies into any sovereign cloud solutions they are considering.

Economic uplift

In the lead up to the federal election of early 2025, the Council of Canadian Innovators published a letter,聽signed by 150 technology executives. It urged parties to define their plans 鈥渢o build a more sovereign, more resilient, and more prosperous Canada鈥 in response to what it called the 鈥済reatest economic crisis our country has faced since the Second World War.鈥

Developing future-fit sovereign cloud capabilities, to underpin our most innovative public and private organizations, is absolutely pivotal to addressing today鈥檚 economic challenges 鈥撀爋pening up an exciting future of sovereign innovation in which Canada will lead on the world stage.

Meeting customer demands for faster delivery, managing inventory, and adapting to rapidly changing market trends and technologies are daily pressures in the wholesale distribution industry. By leveraging technology and embracing digital transformation, wholesale companies can differentiate themselves and optimize their processes for greater efficiency and profitability. As the demand for faster and more flexible delivery options increases, wholesale distributors have the opportunity to innovate their logistics and distribution processes to meet the evolving needs of their customers.

, a leading national food and beverage distributor with a network of over 6,000 distribution points, is embracing digital transformation to support its aggressive growth. Founded over 80 years ago, the company initially catered to Canadian consumers returning from WWII and European immigrants seeking authentic foods. Over the decades, Tree of Life has expanded significantly, both organically and through acquisitions.

Recognizing the need to modernize its aging IT systems, Tree of Life adopted a cloud-first approach to streamline operations and support future growth. Their top priority is migrating to a best-of-breed system that consolidates their existing legacy tools, simplifies their processes, while providing the scalability to support an agile business need for future growth.

One challenge they were facing was spending too much time pulling and cleansing data, leaving little time for timely, data-driven decisions. With real-time data, Tree of Life can better control inventory by accurately predicting demand fluctuations, ensuring they have the right products available at the right time. Tree of Life also needed to see efficiencies in route planning, optimized delivery scheduled and reduced transportation costs, one of their highest costs in the business.

Tree of Life turned to and to drive their digital transformation. A critical aspect of the partnership was the focus on streamlining integration. With many disparate systems that did not communicate with each other and mature internal processes, Tree of Life needed a solution that would support and amplify their processes, provide seamless integration, and have a robust ecosystem.

SAP, a leader in enterprise applications and business AI known for its innovation, provided Tree of Life with the tools and expertise to improve their wholesale distribution business.聽NTT DATA, an innovator of IT and business services, played a crucial role in implementation including bolstering the Tree of Life board鈥檚 confidence and facilitating open conversations between all partners. With Private Cloud edition, and NTT DATA鈥檚 expertise in the CPG, distribution and logistics industries, this collaboration is properly primed to navigate the complexities of implementing the digital platform and processes that will touch every aspect of Tree of Life鈥檚 business.

鈥淲e鈥檙e not just reacting to market changes 鈥 we鈥檙e anticipating them. By leveraging data and analytics, we鈥檙e building a more proactive and responsive supply chain. This means greater efficiency, improved forecasting, and a stronger ability to meet the evolving needs of our customers and suppliers.鈥 said Christopher Parker, Senior Vice President, Information Technology and Operations, Tree of Life Canada. 鈥淧artnering with NTT DATA and SAP, our commitment to continuous improvement means more than just better numbers for our business. It translates directly to value for our customers and suppliers.

NTT DATA strongly believes that a successful digital transformation is a combination of the best technology coupled with the right people. 鈥淭ransformation starts with a leading technology platform like SAP, paired with industry experts from NTT DATA, working together for a customer who is willing to change,鈥 said Jason Mausberg, Managing Director, NTT DATA Business Solutions. 鈥淭he Tree of Life team, from IT to senior leadership and Board of Directors, were ready and willing to change, and took a collaborative approach with their team and partners which will unleash new opportunities for their business and customers.鈥

Tree of Life is showcasing the power of technology in transforming wholesale distribution businesses. By leveraging AI and advanced ERP systems, companies like Tree of Life can optimize their operations, offer high-value services to their customers, and differentiate themselves in a competitive marketplace. With the support of innovative technology partners, wholesale distributors can navigate industry challenges and achieve profitable growth in today鈥檚 fast-paced business environment.

Investing in the right technology and collaboration, wholesale companies can optimize their operations, differentiate their brand, and remain competitive in the industry. Parker鈥檚 advice to other mid-sized businesses looking to grow their operations, he said, 鈥淏usinesses need to invest in the technology that will support their future selves and not be limited to who they are today. Our approach serves as a model for other companies looking to leverage technology for transformative growth.鈥

Canadian companies are embracing digital transformation like never before. A new 51风流Canada study, conducted in partnership with IDC Canada, indicates that digital transformation will be the most valuable business investment Canadian companies can make as they enter 2022.

The survey discovered a big rise in enterprises which have fully integrated digital strategies into their core business. Nearly 40 per cent of those surveyed indicated having this integration which is three times more businesses than in 2020. This robust digital shift was critical for Canadian organizations surviving the initial shockwaves of the pandemic, delivering business impacts across efficiency, cost reductions, resiliency, decision support and intelligence, sustainability, and customer and employee experience.

鈥淒igital transformation has been on the radar of Canadian businesses for years, but the last year has shown us that interest and value for it has soared,鈥 said Brian Moore, Chief Operating Officer, 51风流Canada. 鈥淲e are seeing that organizations will need to continue to fully integrate their operations in the coming year to remain competitive. Simply put, a digital transformation strategy is no longer a 鈥榥ice to have鈥 鈥 it鈥檚 a necessity for organizations to thrive. In 2022, we will see Canadian businesses step away from tactical, reactive enhancements in exchange for developing digital transformation strategies that will enable them to achieve new levels of success.鈥

Data further showed businesses realize digital transformation is necessary and valuable:

  • 75 per cent of Canadian enterprises planned on migrating all or some of their applications and data to the cloud in 2021.
  • 84 per cent of respondents highlighted that investment into digital technologies either met or exceeded their expectations this year.
  • 84 per cent of leaders in the digital transformation space are using technologies to make incremental and continuous improvements to their core business.

Customer experience was also at the heart of the survey with most organizations surveyed (81 per cent) indicating a positive impact on financial performance because of strong client experience. This is an increase of 20 per cent over last year鈥檚 survey.

Research found a need for integrated collaboration between IT departments and lines of businesses to achieve digital transformation ambitions, with 40 per cent of IT and LOB respondents favouring a fully integrated digital plan into their enterprise strategy. This will help Canadian organizations make progress towards becoming digital leaders.

鈥淎fter completing the sixth-annual 51风流survey, IDC expects the benefits of cloud will continue to outpace the challenges, resulting in Canadian organizations using cloud services extensively across enterprise applications and infrastructure,鈥 said Megha Kumar, Research Director, Software and Cloud Services at IDC.
