  {"id":4031,"date":"2020-05-27T09:51:39","date_gmt":"2020-05-26T23:51:39","guid":{"rendered":"https:\/\/news.sap.com\/australia\/?p=4031"},"modified":"2023-08-17T04:27:53","modified_gmt":"2023-08-16T18:27:53","slug":"emerging-after-emergency","status":"publish","type":"post","link":"https:\/\/news.sap.com\/australia\/2020\/05\/27\/emerging-after-emergency\/","title":{"rendered":"Emerging After Emergency"},"content":{"rendered":"<p class=\"lead\"><span data-contrast=\"auto\">In the previous <a href=\"https:\/\/news.sap.com\/australia\/2020\/05\/26\/rapid-response-and-lasting-changes-post-covid-19\/\">blog<\/a><\/span><span data-contrast=\"auto\">,\u00a0<\/span><span data-contrast=\"auto\">we<\/span><span data-contrast=\"auto\">\u00a0looked at the first set of speakers from the Public Services\u00a0<\/span><span data-contrast=\"auto\">session within the Adaptive Strategies Forum<\/span><span data-contrast=\"auto\">,\u00a0<\/span><span data-contrast=\"auto\">examining\u00a0<\/span><span data-contrast=\"auto\">how public services have responded to crises such as the 2019<\/span><span data-contrast=\"auto\">\/20<\/span><span data-contrast=\"auto\">\u00a0bushfire season and COVID-19.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">In this blog, I\u2019ll\u00a0<\/span><span data-contrast=\"auto\">summarise my discussion with\u00a0<\/span><span data-contrast=\"auto\">Professor Michael\u00a0Rosemann, Director of the Centre for Future Enterprise at Queensland University of Technology<\/span><span data-contrast=\"auto\">\u00a0from our second half of the virtual forum<\/span><span data-contrast=\"auto\">.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Professor\u00a0Rosemann\u00a0was\u00a0<\/span><span data-contrast=\"auto\">involved in the<\/span><span data-contrast=\"auto\">\u00a0mass co-ordinated response to COVID-19 by the German government.\u00a0<\/span><span data-contrast=\"auto\">Facing extreme circumstance<\/span><span data-contrast=\"auto\">s<\/span><span data-contrast=\"auto\">,\u00a0<\/span><span data-contrast=\"auto\">the\u00a0<\/span><span data-contrast=\"auto\">German Foreign Ministry need<\/span><span data-contrast=\"auto\">ed<\/span><span data-contrast=\"auto\">\u00a0to repatriate\u00a0<\/span><span data-contrast=\"auto\">230,000 of its citizens globally. This required a significant amount of international co-ordination across public and private sectors around the world. The project meant orchestrating visas, exemptions from health officers, co-ordinating accommodation and safe transport for all Germans trying to return home.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The rapid response and mass orchestration of many different systems has demonstrated that governments often work best in crisis. Within Australia, we\u2019re seeing the quick launch of a COVID-19 tracing app, which again required co-ordination between different public and private organisations to reach citizens so quickly while ensuring the security of data and platform.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">COVID-19 has shown governments and businesses the need for new enterprise planning, a digital safeguard against shock events that mitigates risks through data insights. Intelligence from data should feedback to governments to help dictate policy, improve the speed of regulation and\u00a0<\/span><span data-contrast=\"auto\">legislative<\/span><span data-contrast=\"auto\">\u00a0launches by better understanding its impact on citizens.\u00a0<\/span><span data-contrast=\"auto\">People discuss the value of enterprise planning in business products and services, so why not adapt this to public policy?<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<h2><b><span data-contrast=\"auto\">Response and Reaction to Crisis<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/h2>\n<p><span data-contrast=\"auto\">Professor\u00a0Rosemann\u00a0highlighted the three<\/span><span data-contrast=\"auto\">\u00a0types of<\/span><span data-contrast=\"auto\">\u00a0response to crisis, as highlighted through COVID-19. The first is r<\/span><span data-contrast=\"auto\">apid scale<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">acceleration<\/span><span data-contrast=\"auto\">, which has been seen in services such as internet and healthcare providers that have upscaled significantly to handle the spike in demand.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The second response is<\/span><span data-contrast=\"auto\">\u00a0rapid adaptation<\/span><span data-contrast=\"auto\">\u00a0and<\/span><span data-contrast=\"auto\">\u00a0repurpose<\/span><span data-contrast=\"auto\">. This has been demonstrated in the education sector and other organisations that have implemented work-from-home practices.<\/span><span data-contrast=\"auto\">\u00a0With the disappearance of the physical channel, repurposing is often<\/span><span data-contrast=\"auto\">\u00a0supported<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">by digital transformation \u2013 the ability to work and connect remotely while operating seamlessly.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The\u00a0<\/span><span data-contrast=\"auto\">third type of response is<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">hibernation<\/span><span data-contrast=\"auto\">, which is when organisations have no choice but to halt operations for the sake and safety of its people. This has been seen particularly in the hospitality and entertainment industries and is often due to an inability to digitalise services<\/span><span data-contrast=\"auto\">.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Regardless of response, all organisations need to pre<\/span><span data-contrast=\"auto\">pare for the future of work<\/span><span data-contrast=\"auto\">,\u00a0<\/span><span data-contrast=\"auto\">incentivis<\/span><span data-contrast=\"auto\">ing<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">and support<\/span><span data-contrast=\"auto\">ing<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">staff<\/span><span data-contrast=\"auto\">\u00a0by understanding.\u00a0<\/span><span data-contrast=\"auto\">Professor\u00a0Rosemann\u00a0noted the importance of all leaders to be more\u00a0<\/span><span data-contrast=\"auto\">c<\/span><span data-contrast=\"auto\">omfortable with<\/span><span data-contrast=\"auto\">\u00a0having<\/span><span data-contrast=\"auto\">\u00a0less<\/span><span data-contrast=\"auto\">&#8211;<\/span><span data-contrast=\"auto\">rigid deadlines<\/span><span data-contrast=\"auto\">\u00a0or\u00a0<\/span><span data-contrast=\"auto\">shorter-view<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">forecasting due to\u00a0<\/span><span data-contrast=\"auto\">uncertainty.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">While there h<\/span><span data-contrast=\"auto\">ave<\/span><span data-contrast=\"auto\">\u00a0been generally r<\/span><span data-contrast=\"auto\">apid reaction capabilit<\/span><span data-contrast=\"auto\">ies across public and private sectors, COVID-19 has also demonstrated the fra<\/span><span data-contrast=\"auto\">gility of systems<\/span><span data-contrast=\"auto\">, highlighting our\u00a0<\/span><span data-contrast=\"auto\">exposure to political and macroeconomic system<\/span><span data-contrast=\"auto\">. We\u2019ve seen the widespread impact of restrictions on movement\u00a0<\/span><span data-contrast=\"auto\">in terms of goods and people, plus the<\/span><span data-contrast=\"auto\">\u00a0added strains on communications<\/span><span data-contrast=\"auto\">\u00a0and service networks.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">However, Professor\u00a0Rosemann\u00a0offered a primary example of public services emerging stronger through crisis. He noted how the B<\/span><span data-contrast=\"auto\">razilian banking system<\/span><span data-contrast=\"auto\">\u00a0was forced to develop more<\/span><span data-contrast=\"auto\">\u00a0sophisticat<\/span><span data-contrast=\"auto\">ed processes and technologies due to heightened national<\/span><span data-contrast=\"auto\">\u00a0inflation<\/span><span data-contrast=\"auto\">. This not only helped build a more resilient financial system, but<\/span><span data-contrast=\"auto\">\u00a0also accelerate<\/span><span data-contrast=\"auto\">d its public and private<\/span><span data-contrast=\"auto\">\u00a0leadershi<\/span><span data-contrast=\"auto\">p,\u00a0<\/span><span data-contrast=\"auto\">ma<\/span><span data-contrast=\"auto\">king<\/span><span data-contrast=\"auto\">\u00a0them\u00a0<\/span><span data-contrast=\"auto\">more\u00a0<\/span><span data-contrast=\"auto\">comfortable with lack of timeframes<\/span><span data-contrast=\"auto\">,\u00a0<\/span><span data-contrast=\"auto\">deadlines<\/span><span data-contrast=\"auto\">, and certainty. Other services and nations face these same opportunities and can evolve from these hardships into a better position for responding to change.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<h2><b><span data-contrast=\"auto\">Staying Safe and Supported<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/h2>\n<p><span data-contrast=\"auto\">During this time of isolation, connection is more critical than ever. Without the social elements of work and public spaces, digital technologies are facilitating a range of ways to connect, have deeper conversations, and engage with other people\u2019s lives remotely.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Professor\u00a0Rosemann\u00a0expressed how people will and businesses with emerge from this pandemic with a n<\/span><span data-contrast=\"auto\">ew urge for life<\/span><span data-contrast=\"auto\">\u00a0\u2013 a greater sense of\u00a0<\/span><span data-contrast=\"auto\">optimi<\/span><span data-contrast=\"auto\">sm and<\/span><span data-contrast=\"auto\">\u00a0joy<\/span><span data-contrast=\"auto\">\u00a0built through connection. Responses to this crisis have shown society\u2019s ability to co-ordinate en masse, collaborate across borders and industries, to keep people informed, safe, and productive.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Within education<\/span><span data-contrast=\"auto\">, retail,\u00a0<\/span><span data-contrast=\"auto\">and banking industries, we\u2019ve seen the adoption of<\/span><span data-contrast=\"auto\">\u00a0omnichannel\u00a0<\/span><span data-contrast=\"auto\">services \u2013 and while these may not be a complete and permanent change, it certainly offers more options for service providers and greater convenience for customers, students, and citizens.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Businesses and governments have already shown greatness in response to crisis, and now that we are no longer reacting to the current pandemic, it<\/span><span data-contrast=\"auto\">\u2019<\/span><span data-contrast=\"auto\">s an opportunity to broaden the horizons, ensure a continuity of service, and emerge from this challenge period better equipped to handle change.\u00a0<\/span><span data-contrast=\"auto\">Crisis can create positive impacts in hindsight if responses are well informed and improve the lives of others.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">As\u00a0<\/span><span data-contrast=\"auto\">industries and governments move towards more digitalisation, we should see more dynamic scenario planning with multiple options and alternatives backed by data. The fragility of supply chains and legacy systems has shown our need to be more collaborative and co-ordinated in our response to crisis.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Our<\/span><span data-contrast=\"auto\">\u00a0discussion ended by highlighting the need for greater agility across and between agencies.
